Fl: CARiMan in Flood emergencies

The objective of this line is to develop and validate a new decision support system (DSS) for the risk assessment and management of emergency scenarios due to severe floods. The DSS will combine environmental and geo-physical data from earth observation, satellite positioning systems, in-situ sensors and geo-referenced information with advanced computer simulation and graphical visualisation methods for generating knowledge contributing to the risk and damage assessment prevention of floods and the design of effective response actions maximising the safety of infrastructures and human life.

 

Particularly, management of reservoirs during a flood has an important role in flood routing and in the risk of dam break, which may significantly increase water flow downstream of the dam. This effect will be included in CARiMan, with the objectives of defining reservoir management criteria to minimize risk and, if overtopping is unavoidable, to evaluate the dam fail risk and the breakwave that will be generated

 

Pre-standardisation activities leading to harmonised models for capturing and filtering the necessary environmental data, the functionalities of the flood computer simulation and visualisation tools and the general architecture of the new decision-support system will also be a relevant part of the project work. Additional tasks will focus on the definition of a consistent approach for the design and management of flood prevention scenarios including the definition of adequate emergency policies.

 

Following the successful development of the new DSS, a crucial activity of the project will be the in-depth calibration, validation and assessment of the performance, scalability and effectiveness of the DSS in its application to a number of risk flash floodplain scenarios in different european sites.

 

The structure of the DSS will be built such that, after the adequate calibration of the decision support module, it can be effectively applied to any flood scenario. This is an essential aspect for the success of the future exploitation of the system at the European and world wide levels.
